Index

LANDex is comprised of 33 indicators which are organised according to the 10 ILC Commitments to People-Centred Land Governance (PCLG). For each commitment, there are three levels of indicators: legal indicators, which measure the strength of the legal framework to address the issue at hand, implementation indicators, which evaluate levels of implementation acccording to diverse criteria and, finally, outcome indicators, which reflect the outcome or perceptions of results following the legal and implementation indicators. Each of the indicators and commitments are set on a standard scale of 0-100, where 100 is the most desirable score. The scores allow for simplified comparison across indicators, commitments and countries, but are meant as an entry point to understand how countries are progressing towards people-centred land governance. Over time, these scores can indicate improvements or regressions.
